I N T R O D U C T I O N

This Database, developed within the framework of the EMPRO Project, aims to provide probation officers and services, justice professionals, researchers and interested stakeholders with a practical tool that outlines the use of probation and supervision-based solutions as credible alternatives to custodial measures in both pre-trial and post-trial phases across six European Union Member States: France, Portugal, Netherlands, Belgium, Germany and Romania.

Its objective is to enhance mutual knowledge between jurisdictions and to promote the effective use of Council Framework Decisions 2008/947/JHA and 2009/829/JHA, encouraging greater recourse to alternatives to detention and strengthening judicial cooperation across the EU.
